CANADA – A reduction in immigration numbers is targeted for 2025-2027

The Minister of Immigration, Refugees and Citizenship, presented the 2025–2027 Immigration Levels Plan, which introduces reductions in both permanent and temporary resident annual targets. The plan includes controlled targets for international students and foreign workers.

Changes to permanent resident target

Over the next two years, the federal government is reducing targets across all permanent resident categories, including provincial programs.  The development of regional programs and targeting sectors in need will continue.  Despite forecasting a marginal decline in population growth, the government still anticipates many temporary residents will be able to transition to permanent residents.  However, it should be noted that by 2027 the annual number of new permanent residents is anticipated to be down from 500,000 to 365,000.

Temporary resident reduction

The recently introduced plan included caps on international students, updating requirements for post-graduate work permits, and upcoming limitations to open spousal work permits. This is intended to reduce temporary resident volumes to five percent of Canada’s population by the end of 2026.

Other changes

The plan also emphasizes long-term economic growth and key labor market sectors, such as health and trades. Permanent resident admissions in the economic class are targeted to reach 61.7 percent of total admissions by 2027.
