Effective April 17, 2026, Portuguese authorities will implement a new visa processing system for Brazilian nationals applying in Brazil. Brazilian nationals will no longer be able to submit applications by post, as has been the case since the COVID-19 pandemic. Instead, applicants will be required to file their visa applications in person at designated Visa Application Centres operated by VFS Global in Brazil or at a Portuguese embassy or consulate. 

This is an administrative and operational change, rather than a legislative reform, introduced as part of a reform to modernize the visa processing framework in Brazil. The initiative aims to enhance efficiency, security, and transparency in the handling of visa applications. We expect the change to include strengthened identity verification procedures and improved digital tools, which will enable applicants to monitor the progress of their applications.

Brazil makes up one of the largest sources of visa applications for Portugal. Employers and applicants should anticipate operational adjustments during the transition period, as the shift to in-person appointments may result in:

  • Additional costs: VFS service fees, as well as potential additional travel costs or applicants located far from visa centres.
  • Increased timelines: Possible short-term appointment backlogs may result in longer relocation timelines.

Employers should therefore plan mobility timelines earlier, ensure documentation is prepared in advance, and schedule visa appointments as soon as slots become available to minimise disruption to upcoming assignments and onboarding schedules.
