Croatian nationals working in Switzerland will not be subject to permit quotas in 2026. At its meeting on January 14, the Federal Council was informed that the number of B and L permits issued in 2025 remained below the legal threshold, meaning the safeguard clause will not be activated.
This officially marks the end of the transitional regime under the Agreement on the Free Movement of Persons. Croatia now benefits from full freedom of movement, on the same footing as other EU Member States.
For employers, HR leaders, legal teams, and mobility professionals, this change simplifies hiring procedures and workforce planning, particularly in sectors such as industry, healthcare, construction, and trade, where Croatian professionals are already active.
