Effective May 30, 2026, all nine existing OINP streams have been revoked as Ontario transitions toward a redesigned immigration framework intended to better align with labour market needs and strengthen program integrity. 

The overhaul impacts all existing OINP streams, including: 

  • Employer Job Offer streams; 
  • Human Capital Priorities; 
  • French-Speaking Skilled Worker; 
  • Skilled Trades; 
  • Masters Graduate; 
  • PhD Graduate; 
  • Entrepreneur; and
  • other existing provincial nomination pathways.

As part of this transition, the OINP has paused new draws across all streams while it prepares to launch a new application system, which is expected to be implemented within the coming weeks. 

Until the new program and system are rolled out, there will be no new draws from the current Expression of Interest (EOI) pools. While applications already submitted will continue to be processed under the rules that were in place at the time of submission, the province has not yet confirmed timelines for when these existing applications will be finalized.  

Ontario’s redesign is expected to introduce a more targeted and employer-driven model, with greater flexibility for the province to create or remove immigration streams in response to labour market demands. The new framework is also expected to include enhanced employer verification requirements and more targeted invitation rounds focused on priority occupations and sectors.  

Impact on Employers

Given the current pause to the program, employers and applicants should carefully review timelines for upcoming work permit renewals, as nomination processing under the OINP may experience delays during the transition period. This may be particularly important for foreign workers relying on provincial nomination support to extend status or pursue permanent residence pathways. 

Once the new program and application system are released, it is anticipated that employers may need to submit new job offers in order for candidates to be re-entered into the new system. Employers supporting foreign workers through OINP pathways should therefore prepare for additional administrative steps once the redesigned program launches. 

At this time, Ontario has not released complete details regarding the new streams, eligibility requirements, or transition measures for candidates currently in the EOI pools. Further updates are expected in the coming weeks as the province finalizes implementation of the redesigned system.
