Effective January 2026, the Mexican government has implemented a substantial increase in government fees for immigration procedures involving the issuance of residence cards. This follows the earlier communication sent on November 13, 2025. Government fees related to the issuance of residence cards have increased significantly across most categories. The change affects both temporary and permanent residence processes.

Mexican authorities have confirmed that a 50% discount on government fees may apply if specific conditions are met. The discount is available when applicants can demonstrate that their stay in Mexico is based on:

  • Preservation of family unity, or
  • A job offer from an individual or legal entity with a valid employer registration, or
  • An invitation from a public or private institution established in Mexico.

To access this discount, it must be formally evidenced before the National Immigration Institute (INM).

As of now, the INM has not yet issued internal criteria or official guidelines detailing how the 50% discount will be applied or processed. This lack of clarity may result in variation in how local offices interpret eligibility requirements.

To help ensure eligibility for the discount and reduce the risk of processing delays or inconsistencies:

  • Supporting evidence may include proof of employment relationship, family ties, or formal invitations issued by institutions based in Mexico.
  • All documentation will be assessed in alignment with the diverse criteria applied by different INM offices.
