
With renewals from mid-2026 onwards subject to the revised benchmarks, employers are encouraged to review compensation packages early to ensure alignment and smooth EP processing.
The Ministry of Manpower (MOM) of Singapore has released its latest salary benchmark tables under the Complementarity Assessment Framework (COMPASS), which is a key factor in the Employment Pass (EP) application process.
The implementation timeline is as follows:
- New EP applications: Effective January 1, 2026
- EP renewals (for expiring passes): Effective July 1, 2026
Until then, the current benchmarks remain valid for all new EP applications filed during 2025, and for renewal applications for passes expiring between July 1, 2025 and June 30, 2026
What’s changing?
Under Category C1 (Salary), points are awarded if applicants meet the 65th percentile (10 points) or 90th percentile (20 points) thresholds for their sector. No points are given if the benchmarks are not met. This means employers will need to consider strengthening other COMPASS factors (e.g., diversity, qualifications, or strategic economic contributions) if salaries fall below the new thresholds.
The qualifying salary requirement at Stage 1 remains a separate mandatory check for all EP applicants.
