AUSTRALIA – States & territories unveil nomination frameworks for National Innovation Visa.
July 28, 2025

With the National Innovation Visa (NIV – Subclass 858) now in effect from July 2025, the NSW Government has shared its approach to supporting nominations for this prestigious program. The NIV is a permanent residence visa aimed at attracting exceptional individuals—world-class researchers, entrepreneurs, investors, creatives, and elite athletes—who can help drive Australia’s innovation and long-term economic growth.
Unlike traditional skilled migration programs, the NIV operates on an invitation-only basis. A nomination from a State/Territory Government offers a competitive advantage, providing Priority 2 consideration by the Department of Home Affairs.
Over the past few weeks New South Wales, Victoria, and South Australia have released details of their frameworks for National Innovation Visa nominations.
New South Wales
NSW has confirmed that its nomination framework will recognise excellence across five distinct pathways:
- Researchers and academics: Candidates whose research has international reach and potential to deliver high-impact results in NSW.
- Entrepreneurs: Pioneers and startup founders who are ready to scale disruptive ventures in the state.
- Innovative investors: Strategic investors who bring more than capital, contributing expertise and vision to NSW’s innovation ecosystem.
- Sports professionals: Athletes who compete at the highest level and can strengthen NSW’s sporting reputation.
- Creative professionals: Cultural leaders and innovators whose creative work shapes and inspires communities.
Victoria
Victoria is accepting referrals from other Victorian Government Departments or agencies that can support a nomination based on internationally recognized expertise and how that expertise will be transferred to Victoria.
South Australia
To be considered for South Australian state nomination for the NIV you need to have high-calibre talent and internationally recognized achievements which can contribute to the South Australian economy. This includes:
- Global researchers and thought leaders
- Entrepreneurs
- Innovative investors
- Creative talent
Moving forward
Further detail is set to be released by other states soon. There is no doubt that the National Innovation Visa is set to become a key component of Australia’s efforts to attract and retain exceptional global talent.
