MDEC has introduced a revised process for Foreign Knowledge Worker (FKW) headcount quota requests, effective June 3, 2026. This update applies to MDEC-registered companies only. Quota requests will no longer be approved instantly and will now require a formal review process with supporting documents. Companies seeking new or additional FKW headcount must now submit an FKW Projection Request via the eXpats system with all required supporting documents included at the time of submission. Requests will take approximately 14 working days to process.
An Employment Pass (EP) application can only be submitted once the quota request has been approved. Companies should build this additional lead time into their hiring and immigration planning.
Required supporting documents may include: a tenancy or premises agreement (minimum six months’ validity, stamped by LHDN); a company search document (within the last six months); the latest contract or project documentation; certified financial statements or management accounts; a completed FKW Request Template; the latest EPF statement and payment receipt; and for new FKW applications, a SOCSO approval letter confirming job advertising on the MYFutureJobs portal, unless an exemption applies.
With this new approach, MDEC is shifting away from instant quota approvals, so companies should plan well in advance. Avoid leaving quota requests to the last minute, as the three-week review period will affect overall hiring timelines. We recommend reviewing upcoming FKW headcount needs early and ensuring all supporting documents are in order before submission.
