MIDDLE EAST – Heightened security risks and travel disruption.

October 7, 2024

By: Vivek Radhakrishnan

Due to escalating and ongoing conflict in the Middle East, employers are advised to urgently review safety protocols and travel plans, especially for personnel in high-risk areas. Airstrikes and military activity in Lebanon, Israel, and neighboring countries have led to significant disruptions in travel and consular services. Government advisories from multiple nations recommend strongly against travel to the region and urge immediate evacuation where feasible.

Regions affected: Iran, Iraq, Israel, Lebanon, Palestine

Flight and travel disruption

Iran

Emirates will resume services to/from Tehran starting October 8, 2024. Transit via Dubai for these destinations will be allowed. On Monday, October 7, 2024, Iranian authorities confirmed the restoration of air traffic after a series of flight cancellations at certain airports, citing “operational restrictions.” The announcement follows Israel’s pledge to retaliate against an Iranian missile strike, as reported by state media.

Iraq

Emirates will resume services to/from Basra and Baghdad starting October 8, 2024. Transit via Dubai for these destinations will be allowed.

Lebanon

Emirates flights to/from Beirut are cancelled until at least October 15, 2024. Travelers are advised to seek alternative arrangements or contact Emirates for further assistance.

Heightened security measures

Increased levels of violence have been reported in the West Bank since October 7, 2024. U.S. and international travelers in the region should exercise extreme caution and stay alert to the evolving security situation.

Contingency planning

Organizations operating in Lebanon and surrounding areas should prioritize evacuation plans, monitor flight and travel options, and prepare for potential airspace closures.

Remote work options should be explored for expatriate and local staff, taking into account legal and logistical implications such as tax regulations and payroll adjustments.

Immediate recommendations

Review evacuation plans

Ensure that a clear, actionable evacuation strategy is in place for all personnel, especially in Lebanon.

Stay informed

Continuously monitor local and international advisories for real-time updates.

Communication protocols

Ensure all personnel have access to reliable communication tools for updates and instructions.

Contact authorities

Engage with relevant embassies and consulates for assistance in coordinating evacuations and securing travel arrangements.

Conclusion

The situation in the Middle East remains volatile, and proactive measures should be taken to ensure the safety and well-being of all personnel in the region. Review travel plans, communicate regularly with staff, and be prepared for sudden disruptions to flights and consular services.
