MALAYSIA – 2025 quota projections for ESD-registered companies.

The Malaysia Expatriate Services Division (ESD) announced that quota submissions for Employment Pass (EP) and Professional Visit Pass (PVP) applications for 2025 opened on December 1, 2024. This allows companies registered with ESD to plan headcounts and align their workforce strategies for the coming year.
The following are the key points to note:
- Companies can apply for quotas throughout 2025 as needed. Approval for quota applications remains instantaneous.
- Any unused quota from 2024 will not carry forward to 2025. It is important to utilize this year’s allocations effectively.
MDEC has also announced that submission of 2025 quota projections for Foreign Knowledge Worker (FKW) Employment Pass will be possible from January 01, 2025. Companies can now begin planning for their required headcount. However, this aspect is not time-sensitive as it is possible to apply for quotas as required throughout 2025. In most cases, approval is instant. Any unused quota in 2024 will not be carried forward to 2025.
