SINGAPORE: Changes to Minimum Qualifying Salary and Advertising Requirement

Minimum Salary
The Ministry of Manpower (MOM) has raised the minimum Qualifying Fixed Monthly Salary for NEW applications for EP and S Pass as follows:
- For EP applications submitted from 1 September 2020, the minimum qualifying fixed monthly salary will be SGD$4,500;
- For EP applications (Financial Sector only) submitted from 1 December 2020, the minimum qualifying fixed monthly salary will be SGD$5,000;
- For S Pass applications submitted from 1 October 2020, the minimum qualifying fixed monthly salary will be SGD$2,500.
* Fixed Monthly Salary = Basic Monthly Salary + Fixed Monthly Allowance for transport, housing, food and other living expenses that is paid directly to employee and does not vary in quantity from month to month.
For renewal, these new fixed monthly salary criteria will come into effect from Saturday 1 May 2021.
The qualifying fixed monthly salaries for older and more experienced candidates/employees will increase accordingly. Employers may wish to use the MOM’s Self-Assessment Tool (SAT) to determine the candidate’s/employee’s eligibility.

Advertising
The MOM has extended the FCF job advertising requirements to include S Pass applications submitted from Thursday 1 October 2020.
And for EP and S Pass applications submitted from 1 October 2020, the MOM has extended the duration of days that the advertisement must be posted, from 14 days to 28 days.
This means that companies should start posting advertisements in MyCareersFuture.sg (MCF) for 28 days instead of for 14 days from now, so that the company will be able to use the MCF advertisement for an EP or S Pass applications submitted from 1 October 2020, if the company was unable to hire a Singaporean to fill the position(s).
As at this time, the exceptions from the advertising requirement remain the same.
