LUXEMBOURG – Immigration Procedures Digitalized

Luxembourg’s Immigration Department of the Ministry of Foreign and European Affairs has digitalized the country’s immigration procedures, effective 10 July 2023. The change in procedures affects both European Union citizens and third-country nationals living in Luxembourg.
Electronic applications can be submitted through the government’s www.guichet.lu website.
As of 10 July, 2023, the following electronic applications are available:
For EU citizens:
- Application for a permanent residence attestation (after a regular residence of at least 5 years);
- Application for a replacement attestation of residence or attestation of permanent residence (in the event of loss or deterioration of the initial attestation).
For third-country nationals who are family members of an EU citizen:
- Application for renewal of residence permit or permanent residence card (when the current residence permit or permanent residence card is about to expire);
- Application for a permanent residence permit (after a regular stay of at least 5 years with a Union citizen);
- Application for a replacement residence permit or permanent residence card (in the event of loss or damage to the initial card).
For third-country nationals:
- Application for a residence permit (for holders of a temporary residence permit);
- Application for renewal of residence permit (when a current permit is about to expire);
- Application for a residence permit as a long-term resident (after a legal stay of at least 5 years);
- Application to replace a residence permit (in the event of loss or deterioration of the initial permit).
First-time applications received from people living abroad are not currently covered by the new electronic system. Also not covered are applications for international protection, since these applications also require the review of physical copies of original documents. Applicants in the categories listed above may also still submit their applications via the postal service after downloading the required forms from the www.guichet.lu website.
