CANADA – Update on Canada-Ukraine Authorization for Emergency Travel (CUAET) Program

On March 22, 2023, Canada established the Canada-Ukraine Authorization for Emergency Travel (CUAET). The program was recently extended to provide ongoing support for those affected by the conflict. In this update, we provide an overview of the key elements of CUAET as they stand today.
Travel Period
CUAET visa holders can travel to Canada until March 31, 2024, under special measures.
In-Canada Extensions
Those in Canada with a CUAET visa can extend their status free of charge until March 31, 2024.
Work Permit Processing
Detailed guidelines have been issued for processing work permit applications for Ukrainians and their immediate family members, outlining eligibility criteria and procedures.
Special Measures
The public policy enables Ukrainians and their family members to apply for temporary resident visas and open work permits, both from overseas and within Canada.
Passport Renewal Challenges
Acknowledging difficulties in passport renewal, applicants in Canada are advised to apply for status extension before permit expiry.
In-Canada Work Permit Applications
Applications must be submitted electronically, with exceptions for Temporary Resident Permit (TRP) holders who submit on paper.
Biometrics and Medical Exams
Biometrics are required for those previously exempted, and immigration medical exams may be necessary for in-Canada applicants.
Port of Entry Work Permits
Officers are instructed to issue permits with specific codes and remarks for effective implementation of CUAET benefits.
Non-Compliance Measures
A phased approach will be taken for non-compliant applications, including procedural fairness letters and potential refusal for unmet document requests.
