CANADA – 2024 Quebec Immigration Plan: Key Updates and Policy Shifts

The Ministry of Immigration, Francisation and Integration (MIFI) has released its 2024 Immigration Plan, outlining its approach to address the demographic and economic demands facing the province of Quebec. The plan outlines several significant changes and enhancements to Quebec’s immigration policies.
Quebec’s Immigration Policy Objectives for 2024
MIFI’s 2024 Immigration Plan aims to increase the total number of new immigrants to Quebec. A specific focus is placed on attracting younger immigrants through its Economic Immigration Programs. The plan also emphasizes the importance of preserving Quebec’s language and cultural heritage.
Changes to French Proficiency Requirements & Targets
Significant changes are being implemented regarding French proficiency requirements:
Temporary Foreign Worker Program (TFWP)
Employers utilizing the TFWP will need to adapt to new requirements. Foreign nationals are now mandated to complete French language tests and demonstrate oral proficiency in French (level 4) when applying for work permit renewals.
Certificat de sélection du Québec (CSQ)
Foreign nationals seeking the CSQ, in support of their permanent resident applications in categories such as PEQ and Graduates programs, historically required high-level fluency in French (level 7). The proficiency requirements are now extended to a revised Permanent Residence Skilled Worker Selection Program, which includes applications supported by Job Validations. This program will replace the Quebec Skilled Worker Program.
The new French fluency requirements may affect the ability of certain segments of the foreign worker population to qualify for work permit renewals under the TFWP and those seeking CSQs in support of permanent residency. Quebec’s Expansion of Online Portals for CAQ and Job Validation
MIFI is transitioning to digital processes for immigration applications. As of January 22, 2024, all Certificat d’acceptation du Québec (CAQ) and Job Validation applications must be filed online. MIFI is moving away from paper filings to enhance the efficiency and speed of the application process.
