NORWAY – Stricter subsistence rules for family immigration.

February 11, 2025

By: Hannah In-Chan, Director, Newland Chase Advisory

The Norwegian government has announced an increase in the minimum income threshold for individuals sponsoring family members under Norway’s family immigration rules. As of February 1, 2025, sponsors must demonstrate an annual income of at least NOK 400,000 (approximately USD 35,100) to meet the subsistence requirement.

Key changes and implications.

  • Increased financial requirement: The updated income threshold represents a rise from the previous requirement, impacting individuals seeking to bring family members to Norway.
  • Scope of application: The new requirement applies universally, affecting Norwegian citizens, EU nationals, and third-country nationals sponsoring family members.
  • Minimal impact on work and residence permit holders: The change is expected to have limited impact on work and residence permit holders, as Norway’s minimum salary requirements for most skilled worker permits already exceed NOK 400,000. For example, the minimum salary for a Skilled Worker Permit applicant in a role requiring a Bachelor’s degree is currently NOK 448,900 unless covered by a Collective Agreement.

Newland Chase insights.

This policy change aligns with the government’s broader efforts to ensure financial self-sufficiency among immigrants joining family members in Norway. While the impact on skilled workers will be minimal, individuals who do not meet the new income threshold may face challenges in securing family reunification under the revised criteria. Sponsors should review their financial standing and plan accordingly to ensure compliance with the new subsistence requirements.
