AZERBAIJAN – Planned introduction of a work permit exemption.
June 13, 2025
By: Hannah In-Chan, Director, Newland Chase Advisory.
This proposed development represents a positive step toward streamlining immigration procedures for highly qualified foreign nationals working on priority projects in Azerbaijan. However, the practical impact of the work permit exemption may be limited by the specific and potentially narrow eligibility criteria.
The Azerbaijani authorities have announced the planned introduction of a new system under which eligible foreign nationals may be exempt from obtaining a work permit. This exemption will apply to individuals who meet criteria under a newly proposed points-based system and are assigned to projects designated as being of national interest.
While these individuals may be exempt from the requirement to obtain a work permit, it is important to note that they will still be required to secure a residence permit to remain and work in Azerbaijan lawfully. Upon implementation, foreign nationals will be able to utilise an online portal to submit applications for both the work permit exemption and the accompanying residence permit.
