From July 1, 2025, all companies in Vietnam will be required to submit administrative procedures, including work permit applications, through the National Public Service Portal. This change is based on Directive No. 623/TTg-KSTT and Government Decree No. 118/2025/ND-CP, which are part of the government’s efforts to simplify and centralize online public services. Existing provincial and ministerial portals will be closed.

The new portal will handle a wide range of procedures related to labor, immigration, tax, business licensing, social insurance, and financial declarations. Currently, immigration applications can still be submitted through the existing system. However, future access may require companies to use an official electronic ID, known as VNeID, instead of their current company account and token.

For work permits, the function to submit through the National Public Service Portal is expected to go live in July or August 2025, according to the Ministry of Home Affairs. Once the new system is operational for a specific type of application, companies are required to switch to using the national portal. Submissions through old platforms will no longer be accepted.

Affected companies should begin preparing for this transition without delay. One of the most important steps is registering for a VNeID, which is the government-issued digital ID for legal entities in Vietnam. This ID will be required to access a growing number of online public services. Registration must be completed by the company. It is strongly recommended that businesses complete the VNeID registration before July 1, 2025, to avoid any disruptions. This will help ensure uninterrupted processing of work permits, immigration applications, and other essential services once the new system is fully implemented.
