MALAYSIA: New Online Portal for Construction Industry Employment Permit Approvals

Effective immediately, the Construction Industry Development Board of Malaysia (CIBD) has rolled out a new online portal for applications for employment permit approvals, and is no longer accepting applications submitted manually.

Registration

Construction-related companies intending to hire foreign nationals must first complete registration procedures to set up an online account. Once an online account is established, employers can submit their application for the support letter required for employment permit applications.

To register, a company must have:

  • Ongoing projects in Malaysia;
  • At least RM700,000 in paid-up share capital;
  • A minimum of two Malaysian employees in engineer positions with a minimum of five years working experience.

Background

The CIBD is part of the Expatriate Committee (EC), which is one of six bodies authorised to approve employment permits in Malaysia. The other agencies are the Malaysian Industrial Development Authority (MIDA), the Multimedia Development Corporation (MDEC), the Public Service Department (PSD), the Central Bank of Malaysia (BNM) and the Securities Commission (SC).

Employers in construction-related industries are required to obtain a support letter from the CIDB. Upon receiving CIDB’s endorsement, employers may proceed to submit applications to the MYXpats Centre of the Expatriate Services Division of the Immigration Department of Malaysia, which will process the employment pass applications.

Employers in the construction centre intending to hire foreign nationals should register with the CIDB online portal as soon as possible to avoid delays in the processing of employment pass approval applications.
