HONG KONG: Decreasing Population Prompts Immigration Policy Reforms

Amid predictions that the population in Hong Kong is likely to start shrinking by 2039, there are calls for there to be major reforms to the immigration policies and the way in which it attracts skilled immigrants from the mainland.
In order to ease the pressures on society caused by labour shortages and an ageing population, the local authorities have been advised to raise immigrant quotas. 15 per cent of the Hong Kong population is believed to be over the age of 65; this is the second highest in Asia after Japan and is causing real concerns as the older population are believed to be less likely to spend and more likely to consume public resources.
In order for the city”s infrastructure to be able to manage the influx of an additional number of immigrants, it has been recommended that they should be welcomed in phases.
