QATAR: Health Insurance for all Expats Starting in 2016

Qatar‘s Social Medical Insurance Scheme (Seha) provides mandatory health insurance coverage, through a network of public and private providers, and forms a key component in the realisation of the National Health Strategy and the overall Qatar National Vision 2030. Seha was borne out of Qatar”s long-term development goals, in particular the Qatar National Vision and the National Health Strategy, which calls for the establishment of a social health insurance system that brings greater efficiency and transparency to the nation”s healthcare sector.
The Minister of Public Health, Abdullah bin Khalid Al Qahtani, told Qatar News Agency that plans to extend health cover to expats will be part of the third and last phase of Seha, which will include all resident employees, workers, domestic helpers and visitors.
The Minister commented:
“Adding workers to the third phase will coincide with the opening of new hospitals planned for single workers next year”.
The health insurance will come in a variety of different packages depending on the sector the expat is employed. It is likely the insurance package will differ from standard workers and domestic workers, whilst insurance for visitors will only extend to emergency services.
Since its introduction, Al Qahtani said Seha has paid medical bills worth QR1.285 billion ($353 million).
