RUSSIA: Changes to Work Permit Applications

The Ministry of Internal Affairs has announced today that changes will be made to the process for particular companies who submit Highly Qualified Specialist Work Permit applications in Moscow.
Although the process of abolishing the former Russian Federal Migration Service (FMS) and incorporating its functions into the Ministry of Internal Affairs came into place on 1st June, many changes to the Russian immigration processes and requirements are still happening.
Any members of the Association of European Businesses (AEB) or the American Chamber of Commerce in Russia (AmCham) must be on the official membership lists and be able to provide proof of this when they are filing for Highly Qualified Specialist Work Permits or Letters of Invitation through the Head Migration department in Moscow. Any applications whose names do not appear on the published lists after 19th August will not have their applications accepted.
Advice
If you are submitting applications to the HDM office outside of Moscow you must do so with the jurisdiction over the territory which they are registered, as the HMD in Moscow only accepts applications applied for by companies registered in Moscow.
We urge all companies who wish to employ foreign workers in Russia to ensure all memberships are up-to-date and they are on the applicable membership lists of the given organisation.
