RUSSIA: Head Migration Office Stops Issuing Highly Qualified Specialist Work Permits

April 5, 2019

Effective 5 April 2019, the Head Migration Office located at Boyarsky Lane, in central Moscow, will cease accepting initial or renewal applications for work permits and visa invitations for highly qualified specialists (HQS) and their dependents.

The change affects companies which enjoy the right to apply to the Head Migration Office, in particular members of the Association of European Business, the American Chamber of Commerce in Russia, and the Russo-German and Franco-Russian chambers of commerce.

Affected employers must now submit these applications to regional migration offices, which may require additional steps and take more time. For the city of Moscow, the migration office is located in Sakharovo, 60 km from the centre of Moscow. For the Moscow region, the migration office is located in Greenwood Business Centre near Khimki.

The Head Migration Office will continue to accept work permit correction applications and quarterly salary notifications for highly-qualified specialists.
