SINGAPORE: Lower Quotas for Certain Sectors in 2021

Effective 1 January 2021, the S-Pass Sub-Dependency Ratio Ceiling (DRC) for companies in the construction, marine shipyard, and process sectors will be lowered from 20% to 18%.
The S-Pass Sub-DRC in these sectors will then be lowered again to 15% from 1 January 2023.
The DRC is the percentage of foreign workers (Work Permit or S Pass holders) that a company can hire.
Our Advice
In the construction, marine shipyard and process sectors, employers who wish to maintain or increase the foreign national percentage of their workforce beyond current pass expiry will need to either remove S Pass holders or hire more locals.
