South Korea introduced a new mobile alien registration card (ARC) system for all ARC holders in January 2025. This transition includes the availability of a digital version of the ARC for all ARC types (E/F/D, etc.). The mobile ARC is designed to work with the new integrated circuit chip-embedded ARC, which is not automatically issued to those who renew their ARC after January 1, 2025. Instead, applicants must specifically request the new chip-embedded ARC. For holders of the previous ARC version, a visit to an Immigration Office is required to verify identity and obtain the digital version through a QR code scan via a smartphone.

These are the key points to know about the new system:

  • It is not mandatory for ARC holders with cards issued before January 1, 2025, to apply for the digital ARC.
  • The mobile ARC will be available for all ARC types starting January 10, 2025.
  • Existing ARC holders who have renewed their ARC after January 1, 2025, will not automatically receive the chip-embedded ARC, and will need to specifically request it.
  • Holders of the previous ARC version must visit an Immigration Office for identity verification using a smartphone and scan the QR code to receive the digital version.
  • Existing ARC holders who wish to obtain the mobile ARC must install the application and visit the Immigration Office to get the chip-embedded ARC.

The system is still in its early phases, but it’s a significant step for South Korea, which simplifies the process for residents to use the mobile ARC as a valid form of ID in both government and private transactions.
