UNITED ARAB EMIRATES: Indian Nationals Under 14-Day Visa on Arrival May Not Change Status

Effective immediately, Indian nationals holding a 14-day visa on arrival, issued on the basis of a US visa valid for at least six months or Green Card, or of a valid UK or EU residence visa, cannot change status to another visa type, such as a tourist, business or employment visa, while in the UAE.
The same rule preventing change of status also applies to Nigerian nationals on a 14-day tourist visa, and to holders of 14-day “service visas” for attending business meetings, conferences, training and related activities.
Indian nationals in this situation who wish to change status need to exit and re-enter UAE with a tourist, employment or business visa.
Background
In May 2017, the UAE opened the visa-on-arrival program to Indian nationals holding US visas valid for at least six months, or Green Cards, who may enter and remain in the UAE for up to 14 days.
In September 2017, the Cabinet of the United Arab Emirates approved the expansion of the visa on arrival program to Indian nationals who have a valid residence visa from either the United Kingdom or another European Union member state. This has now been implemented.
