SINGAPORE: Work Permit and S Pass Levy Increases

From 1st July 2016, the levies for work permits and S Passes will increase by up to 18%. Foreign workers in the services and construction sectors will be affected by these increases, as well as S Pass holders.

What are the levy increases?

The confirmed figures, as shown below, follow the announcement made by Heng Swee Keat, Singapore”s Minister of Finance, in March this year that the Ministry planned to increase selected levies.

Also announced in the address by Heng Swee Keat was a one year freeze on levy increases for work permits in the marine and process industry due to the decline in work permit holders in these sectors. There is no planned levy increase for the manufacturing sector.

However, Basic Tier (R2) Work Permit holders in the construction sector should note that this levy will be increased again on 1st July 2017 to SGD 700.

Action items

Employers and work permit holders in the services and construction sectors, and S Pass holders, should make provisions for the increase in levies from 1st July 2016.
